Following the declaration of the National State of Disaster, on 28 May 2020, Minister Dlamini Zuma, after consultation with relevant cabinet members, determined that alert level 3 will apply nationally from 1 June 2020 and further regulations particularly relevant to alert level 3 were issued. These regulations allow for greater movement of persons from their places of residence and in particular allow learners or students, who have to commute to schools or institutions of higher learning, to do so.

The head of the school or institution of higher learning, or a person delegated by him/her, must issue any learner or student with a certificate that the learner or student attends that school or institution of higher learning for purposes of travel between provinces. There is a form (Form 3A) attached to the regulations for this particular purpose and it must contain, amongst other things, the name and address of the school or institution of higher learning and the particulars of the learner or student.

The regulations also recognise that it may be necessary for a person (such as a parent) to transport a learner or student to and from the school or institution of higher learning. For this purpose, the head of the school or institution of higher learning, or a person delegated by him/her, must issue a permit, which corresponds with Form 3B attached to the regulations, to allow the relevant person to transport the learner or student to the school or institution of higher learning. The permit requires, inter alia :

  1. the name and address of the school or institution;
  2. a cellphone number, landline number and email address of the person issuing the permit;
  3. the full names of the driver in whose favour the permit is being issued and the province and metropolitan area/district that he/she is traveling from; and
  4. the vehicle registration number, cellphone number, landline number and email address of the driver in whose favour the permit is being issued.
