WASHINGTON, D.C. (September 17, 2026) – Holland & Knight continues to bolster its Federal Government Affairs Practice, specifically its transportation policy practices, with the addition of Tom Bush as a senior policy advisor in Washington, D.C., where he will focus on aviation policy matters. Mr. Bush joins the Firm from Airbus Americas Inc., where he served as senior director of government relations for the company's commercial aviation portfolio.
At Airbus Americas, Mr. Bush was responsible for developing and executing legislative and advocacy strategies across a wide range of federal policies and regulations, including safety, trade, tax, technology and innovation, energy and environment, supply chain and workforce development. He also led the company's strategy and advocacy regarding the Federal Aviation Administration (FAA) Reauthorization Act of 2024, achieving significant policy victories in aircraft certification, bilateral coordination, workforce development grants and hydrogen in aviation.
Prior to his work in the aviation industry, Mr. Bush served as legislative director for Sen. Jerry Moran (R-Kan.), where he developed and implemented the senator's policy strategy across his committee assignments, including Appropriations, Commerce, Banking, Health, Education, Labor, and Pensions (HELP), Indian Affairs (SCIA) and Veterans' Affairs (SVAC).
During his tenure with Sen. Moran, Mr. Bush advised on transportation and aviation policy matters and supported the senator's work before the Senate Commerce, Science and Transportation Committee. Through that experience, he developed longstanding relationships with congressional leaders and staff involved in shaping aviation policy and FAA reauthorization legislation. Mr. Bush also served as acting staff director of the Senate Committee on Veterans' Affairs.
Mr. Bush's arrival follows the addition of Maritime Transportation Policy Partner Lucy Marvin in June.

Mr. Bush earned an MBA from Georgetown University's McDonough School of Business and a B.S. degree from Washington and Lee University.
