Zoë Fannon has been promoted to Director. In addition, Emma Howard, Julien Martin, and David Terner have been promoted to Senior Consultants. Director:
Dr. Fannonadvises clients on economic regulation and energy markets, particularly in the context of the energy transition. She has worked extensively in energy markets and has advised regulators and market participants on topics including market design, dominance, alleged market abuse, and pricing policy. She has also advised on economic regulation in a variety of sectors including water, transport, and pharmaceuticals. Dr. Fannon has particular expertise in data analysis, quantitative modelling, and econometrics. Her work for NERA includes estimation of customer willingness-to-pay for water and energy, cost benchmarking for regulated utilities, and bespoke econometric analysis.
Senior Consultants/Principals:
Ms. Howard works with utilities, investors, regulators, and international development banks in the energy and water sectors to help them address economic challenges relating to policy design, regulatory processes, and market design. She specializes in providing economic analysis to support clients’ engagements in regulatory proceedings and supporting investors to gain insights into opportunities and risks from transactions.
Mr. Martin specializes in game theory and market design, with a focus on the allocation of scarce resources through auctions and other competitive mechanisms. He advises governments and regulators on the design of allocation processes and firms on valuation and bid strategy in high-stakes auctions. His experience spans terrestrial and satellite spectrum, renewables, and carbon markets.
Dr. Terner is an expert specializing in antitrust economics. His antitrust litigation experience includes analyzing class certification, liability, and damages issues across different sectors including digital platforms, pharmaceuticals, agricultural products, consumer products, and construction services. Dr. Terner has conducted research in econometric methods used to evaluate class certification matters, maritime shipping economics, international trade, and climate policy.
