WASHINGTON, D.C. (June 22, 2026) – Holland & Knight continues to bolster its Federal Government Affairs Practice with the addition of Partner Lucy Marvin in Washington, D.C. She joins Holland & Knight from the Intermodal Association of North America (IANA), where she served as vice president of government affairs. She built and led IANA's first federal advocacy program, which advised the board and president on legislative, regulatory and political strategy affecting freight mobility and supply chains.

Prior to her role at IANA, she served in senior executive roles at the Federal Maritime Commission (FMC) and Surface Transportation Board (STB), where she oversaw regulatory policy, enforcement, congressional relations and administrative operations, successfully defending agency budgets and modernizing core programs. She also served in staff roles for former U.S. Congressmen Mark Udall and David Skaggs, both from Colorado.

Ms. Marvin's practice will focus on maritime policy, advising clients on FMC policy and compliance, engaging in direct agency advocacy at the FMC and STB, and guiding maritime, rail and trucking-related advocacy and lobbying before Congress.

Ms. Marvin earned a J.D. degree from Georgetown University Law Center and a B.A. degree from Kansas State University.

Admitted to the New York Bar; not yet admitted to the District of Columbia Bar, only practicing under the supervision of lawyers licensed to practice in the District of Columbia.
