Oliver Howley is a partner in Proskauer’s TMT Group and co-head of the firm’s Technology Strategy Committee. He has worked with AI developers and users in London, New York and Silicon Valley for many years, and was commended in legal directories for his “niche in robotics and artificial intelligence” prior to ChatGPT’s mainstream launch in 2022.
Over the past 18 months, Oliver has advised on the global launch of eight AI products, negotiated AI licensing arrangements with individual values of up to $200 million, supported the nine-figure procurement of GPU and CPU capacity for model training and inference, conducted due diligence on billion-dollar frontier model developers, and helped clients develop and implement enterprise-wide AI policies and governance frameworks - including the review and onboarding of more than 130 AI tools.
His clients include leading AI developers across the U.K. and U.S., including Perplexity, Deliveroo, Brightflag and PhysicsX, as well as leading private equity and venture capital sponsors, including Hg, Atomico, Balderton Capital and The Raine Group.
In December 2025, Oliver launched AI Decoded, a video series addressing the most common questions he hears from clients and providing practical, commercially focused insight on navigating AI adoption, compliance and risk management. The series reflects Proskauer’s broader focus on helping clients move quickly, stay compliant and turn technological complexity into opportunity.
