Washington, DC Office Welcomes Former Chief of EPA Waste Enforcement Branch Lynne Davies

Bringing more than 15 years of distinguished experience in environmental enforcement, compliance, and policy at the U.S. Environmental Protection Agency (EPA), Lynne’s arrival enhances B&D’s capabilities to advise clients on high-stakes Resource Conservation and Recovery Act hazardous waste, emerging contaminant, and coal-combustion residuals enforcement and compliance matters across industry sectors. At EPA, Lynne directed complex investigations—including traditional hazardous waste matters, technical assessments of coal ash impoundments, and evaluations of emerging contaminant migration, such as PFAS. Her leadership produced landmark results, such as securing over $500 million in financial assurance from phosphate fertilizer manufacturers and negotiating consent decrees resolving alleged violations of major environmental statutes. Lynne is excited to represent clients in complex multi-disciplinary investigations, and counsel them on the evolving federal hazardous and solid waste regulatory landscape.

Baltimore Office Expands Capabilities with Addition of Georgia Spies

Drawing on her experience across EPA, nonprofits, and private practice, Georgia advises clients on environmental and natural resources matters. Georgia joined B&D after working as an Associate at a small firm focused on Alaskan issues, including those pertaining to oil and gas. She has experience conducting extensive document review, identifying key materials for use in defense strategies, and drafting memorandums, motions, and briefs. Georgia has worked on environmental disputes and administrative matters, property and zoning law issues, commercial contract negotiations, and government contract bid protests.

Client Success Story – B&D Advises Agoro Carbon Alliance on Flagship Carbon Credit Sale

B&D proudly represented Agoro Carbon Alliance in closing one of the largest long-term soil carbon credit deals to date — a 12-year offtake agreement with a major technology company for the delivery of 2.6 million carbon removal credits. This transaction marks a milestone in the voluntary carbon market, reinforcing the growing role of nature-based solutions in corporate climate strategies. Under the leadership of Principal Brook Detterman and with support from Senior Associate Jack Zietman, B&D helped Agoro navigate the complexities and commercial agreements underpinning large, distributed soil carbon project development while positioning the project for commercial success. In 2025, the B&D team, including Brook Detterman and Associates Ryan Andrée and Joseph Ruggiero, provided transactional counsel throughout an intensive negotiation period, culminating in the successful closing of this landmark agreement.

In Q3, Principal Drew Silton (Washington, DC) receivedLaw360’s Rising Star award for Environmental Law and Bloomberg Law’s “They’ve Got Next: The 40 Under 40,” recognition for Environmental Law and Appellate. Earlier this year, Drew led B&D’s team that secured a landmark victory in City & County of San Francisco v. EPA, 145 S. Ct. 704 (2025), in which the U.S. Supreme Court ruled that EPA and states lack authority under the Clean Water Act to impose permit terms that hold permittees responsible for the overall condition of their receiving waters. As Co-Chair of the firm’s Water practice, Drew maintains a practice spanning high-stakes litigation, enforcement, and regulatory counseling.

In July, the Minority Corporate Counsel Association (MCCA) selected Principal Jayni Lanham (Baltimore) as a 2025 recipient of its Rising Star Award. MCCA's Rising Stars recognizes “attorneys to watch” every year based on their professional excellence, leadership, and impact on the legal field and their communities. At B&D, Jayni provides clients with strategic guidance to assess risk, develop compliance strategies, and build robust legal and technical defenses. Jayni is a co-leader of the firm’s Occupational Safety and Health practice, and advises companies across industries on compliance with worker health and safety regulations, manages complex litigation and enforcement proceedings, and provides critical support following workplace incidents.

Earlier this year, Waste360 selected Principal Megan Morgan (Baltimore) for its 2025 40 Under 40 Award, which recognizes industry leaders who have made major contributions through excellence in waste, recycling, food waste, and organics. The winners are professionals and policymakers across every facet of the industry, including haulers, municipalities, composters, recyclers, and product suppliers. Megan is a litigator and counselor who leads large teams on B&D’s largest and most critical environmental cases. She represents clients in court and before agencies across the country on major landfill permits, enforcement actions, mass tort and class actions, and citizen suits.
