Partner and Affordable Housing and Community Development Co-Chair Louise Carroll appeared on an episode of The Bells I Hear, discussing her journey, key projects and innovative strategies to tackle New York City's housing crisis. Louise, a former commissioner of the New York City Department of Housing Preservation and Development (HPD) and chair of the New York City Housing Development Corporation (HDC), shared how the COVID-19 pandemic presented challenges and opportunities for innovation in affordable housing development and various assistance programs. She stated, "The ability to ... either create programs, change programs, or use existing programs to help produce housing for people who otherwise could not afford it was a very rewarding thing for me."
Louise shared how public-private partnerships play a key role in the production of affordable housing in New York City. Whether it is developers approaching the city with land and a proposal for affordable housing, or the city issuing requests for proposals (RFPs) for developers to compete for city-owned land, it's the collaboration that makes these projects viable.
