MIAMI (September 2, 2025) – Holland & Knight represented Redwood Dev Co in connection with its selection by Miami-Dade County to redevelop multiple public housing sites as part of the county's effort to modernize and expand affordable housing under the federal Rental Assistance Demonstration (RAD) program.
Based in Miami Beach, Redwood Dev Co was awarded ground leases for three public housing sites that will deliver nearly 700 new affordable units across Miami-Dade County. As part of the redevelopment plans, Redwood will transform a portion of the Annie Coleman 14 site into 287 affordable rental units within three eight-story buildings, along with 36 townhomes that may be rented or sold through affordable homeownership programs. The redevelopment will also include 4,800 square feet of retail and will replace 73 existing public housing units on the site. Lennar is expected to build the townhomes.
At the Gwen Cherry 07 site, Redwood plans to develop a new eight-story building with 150 affordable units reserved for renters aged 62 and older. Redwood will also redevelop the Lemon City site into an eight-story, 260-unit affordable apartment building. The combined projects will target households earning an average of 60 percent of the area median income (AMI), with some units designated for renters earning as low as 30 percent of the AMI. All current residents will have the first right to move into the new communities.
Redwood is co-developing the projects with Coconut Grove-based Magasi Management and intends to utilize low-income housing tax credits (LIHTC) and RAD Project-Based Vouchers to finance the developments. Redwood will enter into 99-year ground leases with the county for each of the redevelopment sites.
