Nashville, Tenn., (March 25, 2025) Bass, Berry & Sims is pleased to announce that Ginna Winfree Burrell has joined the firm to lead the Alcoholic Beverage Law practice team. As counsel in Nashville, Burrell brings experience as the former Assistant Director and Interim Director of the Tennessee Alcoholic Beverage Commission (TABC).

“Ginna’s dual perspective as both a state regulator and an attorney who has guided clients through the maze of alcohol laws and regulations makes her uniquely positioned to help our hospitality industry clients achieve their important business goals,” said Brant Phillips, chair of the firm’s Litigation & Dispute Resolution practice. “We are delighted to add someone with Ginna’s experience, skill, and influence to our team, and we look forward to being a part of her continued success.”

As the TABC Interim Director and Assistant Director, Burrell implemented the Commission’s mandate to protect the public through regulation, education, and enforcement of Tennessee’s alcoholic beverage laws. She previously served as the Southern Regional Vice Chair for the National Conference of State Liquor Administrators and as a member of its Board of Directors. Since 2018, she has served on the Board of Trustees of the Nashville State Community College Foundation.

Burrell’s deep knowledge of state and federal alcoholic beverage laws and regulations allows her to advise clients like restaurants, retail stores, hotels, bars and others as they navigate permitting and licensing matters. She also counsels the manufacturers, importers, and wholesalers of alcoholic beverages. Burrell advises clients related to state and federal liquor license requirements, regulatory and enforcement matters, administrative hearings and a wide variety of other legal actions related to alcoholic beverage ordinances and statutes.

In her role leading the firm’s Alcoholic Beverage Law team, Burrell will collaborate with colleagues across legal disciplines to guide clients through critical areas including corporate, litigation, government advocacy, distribution and trade, environmental, tax, advertising, marketing, and intellectual property.

Burrell earned her J.D. from Nashville School of Law (2006) and her bachelor’s degree from the University of Tennessee (2000).
