On 17 February 2023, the China Securities Regulatory Commission (CSRC) published a set of regulations relating to overseas offerings and listing by PRC companies, including the Trial Administrative Measures of Overseas Securities Offering and Listing by Domestic Companies (together, the "New Overseas Listing Regulations"). The New Overseas Listing Regulations took effect on 31 March 2023.

Under the New Overseas Listing Regulations, PRC companies seeking overseas listing are required to make certain filings with the CSRC and complete a review process by submitting certain filing materials including a filing report and a legal opinion issued by PRC counsel.
