Jonathan Gould has joined the Firm as a partner in the Financial Markets Practice, based in our Washington Office.

Mr. Gould brings to Jones Day a diverse range of experience in capital markets, banking, and fintech. He previously served as the senior deputy comptroller and chief counsel at the U.S. Office of the Comptroller of the Currency (OCC), where he oversaw all of the agency's legal activities, the chartering of new banks and M&A of existing banks, enforcement actions and rulemakings, and the issuance of interpretive letters for digital asset activities. Prior to joining the OCC, Mr. Gould was chief counsel of the U.S. Senate Banking Committee.

"Jonathan has a rich blend of experience in both the public and private sectors, including senior-level involvement in the regulation of financial institutions, which will be a tremendous asset to our clients in the banking, finance, and FinTech sectors," said Jayant (Jay) Tambe, who leads Jones Day's Financial Markets Practice. "Adding a lawyer with his extensive background and senior-level government experience will be great for our clients."

Mr. Gould's most recent private sector experience was as chief legal officer of Bitfury, a leading blockchain technology company. He was previously a member of BlackRock's Financial Markets Advisory team, where he used BlackRock's analytics, technology, and financial modeling capabilities to solve its clients' risk and regulatory problems. During the 2008 financial crisis and in the immediate years that followed, he worked at Promontory Financial Group, helping banks and other financial services firms manage through the crisis and comply with the regulatory framework that emerged. He began his career as an associate at a major U.S. law firm, advising financial services companies on banking law.

"Jonathan has a depth of understanding of how financial institutions are regulated that can only be obtained from hands-on experience in both the public and private sectors," said Noel Francisco, Partner-in-Charge of the Firm's Washington Office. "He adds another unique perspective to our deep bench of experienced lawyers here in the Washington Office and I'm delighted to welcome him to our team."

"Changing customer preferences, technology, and market structure are transforming the financial services world," said Mr. Gould. "Financial services regulation is likewise in flux. For established players and would-be disruptors alike, understanding and navigating the emerging regulatory framework can make the difference between success and failure. I am excited to join the team at Jones Day and look forward to helping the Firm's clients."
