Some experts feel that as the date nears for a federal lawsuit that objects to Pennsylvania rules that reject bar admission to attorneys from states lacking reciprocity agreements, the plaintiffs have a difficult task to prove increased mobility of lawyers, despite an obvious trend.

Abraham Reich comments, "The fact of the matter is, if you come into Pennsylvania as a quarterback from San Francisco, you may be subject to a tax in Pennsylvania. I don't think it's as simplistic as saying, 'It's monopoly power.'"

Reich agreed with fellow colleagues on the American Bar Association's Board of Delegates that the profession was trending toward greater mobility.
