As deadlines approach, at least 23 people have filed papers to run for City Council or mayor in San Bernardino, California. While the deadlines for filings are quickly approaching, another deadline could be added, for those running to replace anyone recalled from office.

Beyond the recall complications, extra pressure is being applied on this round of elections, as the city moves forward with its bankruptcy filing, said Michael Sweet.

"Leadership on the council is always important," Sweet said. "Leadership at a time like this, where the city is trying to get a bankruptcy plan confirmed that will help it turn the corner and move forward, is even more important. Having a council that's not willing to make the tough decisions to finish the job – that was admittedly started by someone else but is going to be theirs to fix – is very important."
