A CFTC final rule amending agency rulemaking procedures was published in the Federal Register. The final rule becomes effective on January 16, 2020.

As previously covered, the CFTC will do away with Part 13 regulations "that set forth the procedure for the formulation, amendment, or repeal of rules or regulations." As amended, Part 13 "will be comprised solely of the procedure for filing petitions for rulemakings as the APA does not address this process."
