The Environment Agency has now published supplementary guidance on the treatment of PFI projects under the CRC Energy Efficiency Scheme. It is designed to help organisations involved in PFI arrangements to determine organisational structure and assess supply responsibility.

The guidance can be downloaded from the following link: http://www.environment-agency.gov.uk/static/documents/Business/CRC_PFI_guidance.pdf

It has been developed with input from the PPP Forum and the Treasury Unit for infrastructure projects. This guidance expands on existing guidance, the Supply Rules and Am I in? - A guide to qualification and organisational structure. It reinforces the principle that in most cases, with the exception of supplies via a landlord, the responsibility for emissions reporting is with the user. In the majority of PFI arrangements, the Procuring Authority will be the user of the supplies and will therefore have responsibility under CRC.

The deadline for CRC registration is the 30th September 2010.
