Framingham's Mayor Yvonne Spicer has appointed David Mawhinney to the Framingham Strategic Initiative & Financial Oversight Committee (SIFIOC). David is one of three members appointed by the Mayor and will serve a 3-year term. This committee is "tasked with advising the Mayor, Council and School Committee on the status of Framingham's long-range strategic plan, the state of the municipal economy, the sufficiency of municipal revenues, and other financial matters that may from time to time be referred to it."
When Framingham became a City in 2017, it adopted the SIFOC which was established by the Home Rule Charter. The SOFIC serves as a consultant to Mayor Spicer as she prepares a long-range strategic plan to address the financial, service, and infrastructure needs of the City.
As a Framingham resident, David cares deeply about the long-term success and well-being of the city's residents, businesses, and institutions. He is a business lawyer with a background in commercial restructurings and insolvency and will bring acute legal and financial experience to the Committee. "As a SIFOC member, my job is to advise the mayor, council and school committee on the status of Framingham's long range strategic plan, the state of the municipal economy, sufficiency of municipal revenues, and other fiscal matters that may from time to time be referred to it by the mayor, council or school committee."
