Firm Continues National Growth in Healthcare and Compliance & Government Investigations and Enforcement
Washington, D.C., May 14, 2026 – Bass, Berry & Sims has added Kelly Hightower Hibbert as a member in its Washington, D.C. office, further expanding the firm's national healthcare, compliance, and government investigations and enforcement platforms.
Hibbert joins the firm's Compliance & Government Investigations Practice Group and Healthcare Fraud Task Force, strengthening the firm's capabilities in False Claims Act (FCA) defense, government investigations, managed care disputes, and other complex litigation.
"Kelly is another important addition as we continue expanding our national healthcare and government enforcement platform and growing our presence in Washington D.C.," said Lindsey Fetzer, chair of the firm's multi-disciplinary Managed Care practice and a member of the firm's Executive Committee. "She brings significant experience handling managed care disputes, False Claims Act matters, and government investigations for major healthcare organizations. Having represented both payors and providers in managed care and reimbursement disputes, Kelly brings a broad perspective to the legal, regulatory, and business challenges impacting the healthcare industry and further strengthens our national managed care practice."
Hibbert represents healthcare and life sciences companies in litigation, investigations, and enforcement proceedings across federal and state courts, administrative agencies, and arbitral forums. Her experience includes managed care and provider-payor disputes, FCA matters, investigations, and regulatory enforcement issues involving healthcare providers, health plans, pharmaceutical and medical device companies, and healthcare technology businesses.
"Bass, Berry & Sims has built one of the leading healthcare practices in the country," Hibbert said. "The firm's investment in healthcare, investigations, and compliance work — particularly in Washington D.C.— made this a natural fit. I am excited to join the team and continue serving clients facing complex litigation and enforcement challenges."
Hibbert is the latest addition during a period of strategic growth for Bass, Berry & Sims. Over the past year, the firm has added more than 20 lateral attorneys nationally, including a significant number of lateral healthcare partners from prominent national firms, as well as former DOJ supervisory attorney Ben Schrader. The firm also recently opened its Chicago office with the addition of partners from Reed Smith.
Bass, Berry & Sims is consistently recognized among the nation's leading healthcare law firms. Law360 named the firm a Healthcare Practice Group of the Year in 2025 in recognition of the firm's regulatory, transactional and enforcement successes involving the healthcare industry. The American Health Law Association ranked the firm third nationally in its Top Honors program, and Chambers USA has ranked the firm in Healthcare: The Elite, Nationwide for more than a decade.
The firm's multi-disciplinary Healthcare Fraud & Abuse Task Force includes more than 55 attorneys who represent healthcare providers and other healthcare industry clients in responding to inquiries and investigations by the U.S. Department of Justice (DOJ), the U.S. Department of Health and Human Services Office of Inspector General (HHS-OIG), state attorneys general offices, and other federal and state agencies, as well as in related litigation and enforcement matters.
Prior to joining Bass, Berry & Sims, Hibbert was a partner at Crowell & Moring LLP. She earned her law degree from The Catholic University of America Columbus School of Law and her undergraduate degree from the University of Maryland.
