The 2026 Annual Conference of the Corporation des officiers municipaux agréés du Québec (the association of accredited municipal officers, COMAQ) will be held at the CECi in Trois-Rivières from May 20 to 22, 2026.
Our colleague Sébastien Laprise will be among the featured speakers. On May 20, he will be leading the workshop Positioning contract management at the heart of municipal organizations: reflections inspired by the Gallant Commission.
This workshop will provide a clear overview of the key issues Sébastien raised in his brief to the Gallant Commission, as a Certified Change Management Professional (CCMP). Drawing on the commission’s public findings, Sébastien will highlight key takeaways directly related to the procurement cycle and contract management.
He will also demonstrate how the commission’s findings align with an unavoidable reality: the need to elevate the procurement function to a strategic role within public organizations. The workshop will conclude by underscoring the importance of implementing a structured approach to professionalizing procurement teams, in order to ensure consistency, rigour, and performance.
