We are pleased to announce that Tara Sullivan has joined as a partner in our San Francisco office.

Ms. Sullivan has more than 15 years of extensive land use and policy experience in urban planning, historic preservation and zoning, and her practice focuses on complex zoning matters in San Francisco, advising clients on environmental laws, including the California Environmental Quality Act (CEQA) and historic preservation issues.

Ms. Sullivan has extensive training in land use matters. With master's degrees in both urban planning and historic preservation, she regularly handles projects encompassing complex zoning issues. Ms. Sullivan has worked on large mixed-use projects in San Francisco, assisted owners and developers in creating new housing and establishing emerging technology businesses, as well as worked with developers to revitalize the downtown core following the COVID-19 pandemic. She helps businesses with office entitlements, formula retail controls, entertainment and alcohol permits, and industrial zoning regulations. While working at the San Francisco Planning Department, Ms. Sullivan advised decision-makers on dozens of pieces of legislation, most notably updating the city's Affordable Housing Program requirements, as well as drafted charter language to establish the Historic Preservation Commission.

"We are delighted to welcome Tara to our team," said Jennifer Hernandez, leader of Holland & Knight's West Coast Land Use and Environmental Group. "She brings a wealth of knowledge about San Francisco's land use and historic preservation landscape, along with a proven track record of guiding complex development projects and shaping key legislation. Her collaborative approach and deep understanding of local regulations will only strengthen our ability to support clients across the region."

Ms. Sullivan earned her J.D. from Brooklyn Law School, master's degrees in historic preservation and urban planning from Columbia University and a B.A. degree from Skidmore College.
