Rick is an established regulatory and appellate attorney practicing in the telecommunications, technology, and energy sectors. He regularly advises market-leading technology clients on complex regulatory and antitrust issues. He has appeared before federal district courts, courts of appeals, and the U.S. Supreme Court, and has handled enforcement investigations and merger proceedings before the Federal Communications Commission, the Federal Trade Commission, and the U.S. Department of Justice. From 2006 to 2009, Rick served as Deputy Assistant Attorney General in the Civil Division of the U.S. Department of Justice, overseeing the Torts Branch and the Office of Consumer Litigation, managing national security, environmental law, and consumer protection disputes. He was responsible for civil and criminal enforcement of the Food, Drug, and Cosmetic Act and the Federal Trade Commission Act and has argued cases involving sovereign immunity, constitutional law, and administrative law before federal appellate courts.
Rick has decades of experience as a go-to telecommunications lawyer in some of the most complex regulatory matters. He will be an invaluable asset, particularly in the areas of net neutrality and FCC rulemaking and enforcement, as the firm continues to grow its technology offerings to address the evolving and complex needs of our clients.
