On June 2, 2023, the US Department of Commerce DOC issued a notice extending the time to issue the final determination of the investigation into the scope inquiry of imported Vietnamese wooden cabinets, vanities and components.

On May 24, 2022, the DOC initiated an investigation into the scope of wooden cabinets imported from Vietnam to determine whether Vietnamese products are products of Chinese origin, on allegations of circumvention of US trade remedy measures being applied to Chinese wooden products.

If it is determined to be trade remedy circumvention products, Vietnamese enterprises producing investigated wood products to the US market will be subject to the same trade remedy duty rate as products exported from China.

On September 21, 2022, the DOC issued notice extending the time limit for issuing the determination of the scope inquiry investigation by 177 days, with a deadline of March 17, 2023 as set forth in 19 CFR 351.225(e)(2).

On March 16, 2023, the DOC issued a preliminary determination on the product scope inquiry investigation. However, on the same day, the DOC also issued a notice extending the time to issue the final determination on the investigation of the scope of wooden cabinets imported from Vietnam by 93 days to June 16, 2023.

However, considering that the time to issue the final determination on the investigation of the range of wooden cabinets from Vietnam is close to the deadline, but there are still too many incomplete data, needed investigation and supplementation, considering that it is impossible to complete as schedule, the DOC has issued this notice to extend the deadline for issuing the final determination on the investigation of the product scope of wooden cabinets from Vietnam by 62 days, to August 17, 2023.

In addition, separate from the scope investigation, the DOC also initiated an investigation into the circumvention of trade remedies duty on wooden cabinets imported from Vietnam on June 7, 2022.

Accompanying this notice, the DOC will also extend the time to issue preliminary determinations on the investigation of the circumvention of wooden cabinets from Vietnam from June 30, 2023 to August 31, 2023.

Similarly, the DOC also extended the time to issue the final determination of the investigation into the circumvention of wooden cabinets in Vietnam from September 26, 2023 to November 28, 2023.

From April 2020 until now, the United States has imposed anti-dumping and anti-subsidy duties on wooden cabinets originating from China with anti-dumping duties ranging from 4.37% to 262.18%, anti-subsidy duties ranging from 13.33% to 293.45%.
