The said Ministry of Road Transport and Highways (MoRTH) and the Ministry of Railways have signed a Memorandum of Understanding (MOU) and has agreed to coordinate with one another and have further arranged to not levy any charge for supervision, maintenance, departmental charges or land lease charges from each other.

As per the MOU, the MoRTH shall construct complete ROB/ RUB (including railway bridge portion) on the national highway corridors on single entity basis and the cost for such constructions shall be borne by MoRT&H. The MOU has been framed in a manner such that the approval of General Arrangement Drawing (GAD) as well as construction of ROBs/ RUBs shall not be hampered due to departmental proceedings of the ministries. In addition, the Ministry of Railways has introduced web-based programmes, for speedy clearance of various projects of road over/ under bridges and track crossings.
