Issuers of publicly traded securities are not allowed to decide whether the issue ceases to be publicly tradable and neither can they remove them from the market.

Physical and legal entities can buy or sell publicly traded securities only on the public market. The only new provisions introduced by the amendment is the possibility of issuing non-traded securities in a physical form.
