On Monday, May 11, Governor Baker announced a four-phased approach to reopening the Massachusetts economy.  As set out in the announcement, the 4-Phases outlined are as follows:

  1. PHASE 1 "Start": Limited industries will resume operating with severe restrictions.
  2. PHASE 2 "Cautious": Additional industries to resume operations with restrictions and capacity limits.
  3. PHASE 3 "Vigilant": Additional industries to resume operations with guidance.
  4. PHASE 4 "New Normal" Development of vaccine and/or therapy enables resumption of new normal.

The Governor stated that his Advisory Committee on COVID-19 is expected to issue a report on May 18, the current state opening date. The report is expected to include details on the industries and businesses which will be allowed to reopen.  The reopening plan will also include mandatory safety standards concerning social distancing, hygiene protocols, appropriate staffing and operations, and proper cleaning and disinfecting procedures.
