DeHeng Lawyer Appointed Advisor To Shenzhen Municipal Committee For Qualified Foreign Limited Partners (QFLP)

On September 27, 2019, Shenzhen Municipal Committee for Qualified Foreign Limited Partners (QFLP) was established and held its first meeting in Shum-Yip Upper Hills Tower Fund Industrial Park. DeHeng lawyer Lin Peihua, a partner of the Shenzhen Office, was invited to the event as an industry expert and was appointed an advisor to the QFLP Committee.

The QFLP Committee was initiated by Shenzhen Asset Management Association under the guidance of Shenzhen Municipal Financial Regulatory Bureau. Lin was joined by other attendees including Liao Ruipeng, Director of the Policy Planning Division of the Municipal Financial Regulatory Bureau, Zeng Wenwen, Deputy Director of the Third Division of Institutional Affairs of Shenzhen Bureau of China Securities Regulatory Commission, 15 Committee members and industry experts.

The QFLP Committee will work to promote the development of QFLP programs, regulate the behaviors of QFLPs, improve their operational efficiency, maximize the service capability of self-regulatory organizations, and contribute its expertise to industry management and regulation. As the government is amending the QFLP policy, the QFLP Committee will actively support the work of the Municipal Financial Regulatory Bureau and Shenzhen Asset Management Association, live up to its mission, and play its due part in formulating standards and promoting exchange and compliance for development, in uniting and developing the industry, and in building Shenzhen into a pilot and demonstration area under the Guangdong-Hong Kong-Macao Greater Bay Area initiative.

Lawyer Lin Peihua has made revision suggestions on Shenzhen's pilot measures governing the QFLPs, and served several QFLP institutions in their incorporation application, administrator registration, fund filing, special investment, dividend remittance, capital reduction, liquidation and deregistration, accumulating rich experience in QFLP and QDIE services.
