WASHINGTON, DC – November 24, 2025: Elizabeth "Liz" Pullin, formerSpace Force Rapid Capabilities Legal Advisor, has joined Jenner & Block as Special Counsel in its Washington, DC office. Liz will be a key member of the Government Contracts and Grants Practice, bringing extensive experience from the US Department of Justice and the US Air Force Judge Advocate General's Corps.

"Liz's DOJ litigation experience and deep knowledge of the military procurement landscape makes her an invaluable resource for our government contractor clients," said Marc A. Van Allen and David Robbins, Co-Chairs of Jenner's Government Contracts and Grants Practice. "Liz's background uniquely positions her to help clients adapt to the government's shift from rigid acquisition systems to a rapid acquisition model across air, space, cybersecurity and civilian contracting. She brings practical insight that comes from years on both sides of government contracts disputes."

Liz joins Jenner after serving as a Trial Attorney in the DOJ Civil Division, where she represented the United States in the Court of Federal Claims and the Court of Appeals for the Federal Circuit on bid protests, and Contract Disputes Act disputes. She served as an integral resource within DOJ for bid protest litigation and agency counseling, mentoring practitioners across the department and executive agencies.

During her distinguished Air Force career spanning more than two decades, Liz served as sole Legal Advisor to the Space Rapid Capabilities Office, where she advised on rapid acquisition strategies for highly classified space programs valued at more than $4.3 billion. She supported Space Force, coalition, and inter-agency teams on innovative procurement approaches, drafted international agreements for collaborative space programs, and developed novel contracting vehicles for cutting-edge space systems.

In addition to her role with Space Force, Liz has held positions as Staff Judge Advocate (General Counsel) of the 374th Airlift Wing at Yokota Air Base in Japan and Chief of Commercial Litigation and Fraud Counsel for Air Education and Training Command.

Throughout her Air Force service, Liz handled high-stakes litigation and complex procurement matters, including successfully defending the Air Force in the first-ever Small Business Innovation and Research Program Commercial Services Opening bid protest and matters at the intersection of government procurement and international law. This unique background positions her to guide clients through complex challenges in emerging areas like space systems, advanced technologies, and innovative contract vehicles.

Liz earned her JD from The John Marshall Law School (now University of Illinois Chicago School of Law), an LLM in Government Procurement Law from The George Washington University Law School, and a Post-Graduate Certificate in European Procurement Law from King's College London.
