SSEK Law Firm recently hosted a legal discussion on the theme “Transformation of Risk-Based Business Licensing Implementation through Government Regulation No. 28 of 2025.”

The session featured guest speaker Bapak Dendy Apriandi, Director of Investment Deregulation at the Ministry of Investment / BKPM (Capital Investment Coordinating Board), who provided an overview of Government Regulation No. 28 of 2025, which replaces GR No. 5 of 2021 and introduces key changes to the framework for risk-based business licensing (RBA).

Topics covered included:

  • Structural changes to basic requirements, business licenses, and licenses for supporting business activities
  • Clarification of risk levels and licensing flows (from low to high risk)
  • Simplification and breakdown of service level agreements (SLAs)
  • Expansion and correction of Indonesian Standard Industrial Classification (KBLI) codes
  • Updates on spatial use permits (KKPRs)

The event offered valuable insights into the evolving regulatory landscape for business licensing in Indonesia.
