Strata Management During The Recovery Movement Control Order (RMCO)

On 7 June 2020, the Government announced that the CMCO will be replaced with the Recovery Conditional Movement Control Order from 10 June 2020 to 31 August 2020.

On 20 May 2020, we published a post on Strata Management during the Conditional Movement Control Order (CMCO). On 7 June 2020, the Government announced that the CMCO will be replaced with the Recovery Conditional Movement Control Order (RMCO) from 10 June 2020 to 31 August 2020. On 10 June 2020, the Ministry of Housing and Local Government (KPKT) issued the Standard Operating Procedure (SOP) for the strata management sector. Some significant points are summarised below:

ALLOWED

1. Physical AGMsEGMs and  management committee meetings 

  • Shall not be more than 4 hours.
  • Capacity depending on size of meeting place.
  • Participation based on first come first served basis if the meeting place cannot accommodate all participants.
  • Meetings to be stopped in the event of non-compliance with social distancing and the situation becomes out of control.

2. Opening and operation of the management office at 100% capacity

  • Opening hours for residential strata schemes: 8:00 am to 5:00 pm.

3. Maintenance, repair and renovation works (subject to written approval from management and local authority).

4. Short term rental accommodation activities such as Airbnb

  • Commercial and landed strata parcels only.
  • Owner must inform management of any guests/customers' presence for record purposes.
  • Owner must clean and sanitize the unit before the arrival of new guests/customers.
  • Guests/customers must comply with visitor management procedures.

5. Post, courier and delivery personnel right up to the security guardhouse/counter or a specific place as determined by management.

6. Only Visitors with dealings (urusan)

  • Subject to registration, body temperature scans and readings of not be more than 37.5 degrees celsius.
  • Movement limited to the unit or area of which the visit was registered for.
  • Number of visitors for purposes of festivities shall not be more than 20 visiting in a day and not at the same time (limited to close family members only).
  • Number of visitors in a unit at any one time to be determined by management based on size of the residence.

PROHIBITED

Swimming pool activities, pursuant to the Prevention and Control of Infectious Diseases (Measures Within Infected Local Areas) (No. 7) Regulations 2020.

On 22 June 2020, the Government announced that swimming pools will be allowed to reopen beginning 1 July 2020 subject to strict SOPs, including:

  • Temperature checks;
  • Registration of name and phone number;
  • Lifeguard or supervisor on duty to control the number of swimmers in the swimming pool;
  • Number of swimmers allowed in the pool at the same time is subject to the pool size;
  • Swimmers must maintain a 3 meter distance between each other; and
  • The management must register with MITI.
