Foley Hoag announced the hiring of Caroline Farrell as counsel in its Healthcare Department. Farrell joins the firm from the U.S. Department of Health & Human Services (HHS), where she was based in New York. Farrell brings nearly 15 years of experience at HHS, most recently serving as lead counsel advising the Centers for Medicare & Medicaid Services (CMS) on complex Medicaid and Medicare policy.

"Caroline's regulatory and compliance experience in the healthcare field is unmatched, and we are very pleased to welcome her to the firm," said Healthcare Department Co-Chair Tom Barker. "She brings a sharp understanding of public healthcare programs, agency processes, administrative law, and the intersection of innovation and compliance that makes her an asset to our team."

At HHS, Farrell advised CMS on a range of federal healthcare program matters, including the implementation of the Affordable Care Act's Medicaid expansion, Center for Medicare and Medicaid Innovation (CMMI) demonstration models, and policy initiatives focused on health equity and social determinants of health. Her responsibilities also included oversight of major agreements with states such as Medicaid waivers and demonstration project terms, Medicaid-Medicare Plan contracts under the Financial Alignment Initiative, and participation agreements for CMMI models.

Within Foley Hoag's Healthcare Department, Farrell will advise clients on regulatory strategy, compliance, reimbursement, fraud and abuse matters, and government investigations. Her clients will include innovative life sciences companies, healthcare providers, suppliers, trade associations, and investors across the healthcare ecosystem.

Farrell earned her J.D. from the University of Maryland School of Law. She holds an M.P.H. in Health Policy and a B.A. in Political Science, both from George Washington University. Farrell is admitted to practice in New Jersey and Maryland.
