Olisa Agbakoba Legal (OAL) is pleased to have provided governance advisory support to the Dangote Petroleum & Petrochemicals Refinery since its early stages, working alongside the OAL team led by Dr. Olisa Agbakoba (SAN), with real determination by Aliko Dangote, GCON, to help bring one of Africa’s most consequential industrial projects to completion. Our role has spanned the governance, regulatory and institutional dimensions of the refinery’s development: advising on the regulatory framework governing domestic refining, engaging with regulators and policymakers as the sector’s rules continue to evolve, and supporting the broader communications and stakeholder strategy behind the refinery’s public positioning.
It is work we are proud of, not least because of what the
refinery itself now represents. At 700,000 barrels per day, it is
Africa’s largest single train refinery, and its completion
marks the fulfilment of what the Petroleum Industry Act envisaged
when it gave domestic refining a place of priority in
Nigeria’s energy policy: a country able, for the first time,
to meet its own fuel needs from its own capacity.
None of this was ever going to be straightforward. Delivering a
project of this scale in Nigeria meant navigating complex
regulatory frameworks, entrenched interests, and significant
institutional and commercial hurdles, the kind of obstacles that
have stalled similar ambitions elsewhere on the continent.
The economic case for what has been achieved is straightforward, even if it is often lost in the noise. Expanded domestic refining reduces Nigeria’s dependence on imported fuel, and with it, the foreign exchange pressure, quality inconsistency and supply security risk that come with relying on imports. It also opens new opportunities across the petroleum value chain as the country’s trade patterns shift to reflect its new capacity.
Completing the refinery, however, is only the first chapter. What follows will require sustained attention to competitiveness, governance, regulatory strategy and commercial resilience, so that an investment of this magnitude continues to deliver value for Dangote Industries, its stakeholders and the Nigerian economy.
