All Progressives Congress (APC) candidate Bola Tinubu was
declared president-elect on 01 March this year. The constitutional
date for a handover, 29 May, will be upheld even if the election
tribunal has not yet ruled on petitions brought by the opposition
parties. Although both the incumbent president, Muhammad Buhari and
Tinubu hail from the APC, power will shift from the Arewa faction,
associated with the north of the country, to Tinubu and the south
west. Wholesale personnel changes in the civil service are
unlikely, but the future of top bureaucrats will still depend on
the outcome of political competition with their civil service
peers.
