Historically, IBORs proved to be prone to manipulations. The
Benchmarks Regulation has brought to light structural weaknesses in
the governance of IBORs. As a response to the standards set out by
the new EU regulatory framework, a transition from some of the main
IBORs to new benchmarks is underway.
