The Public Contracts (Scotland) Regulations 2015 were laid before the Scottish Parliament on 18 December 2015.

The Regulations will revoke and replace the Public Contracts (Scotland) Regulations 2012. The majority of the new Regulations will come into force on 18 April 2016, with a small number to come into force at later dates.

The Regulations implement the EU public procurement Directive 2014/24 for Scotland, placing obligations on contracting authorities in relation to the award of public contracts for the execution of works, the supply of products and the provision of services. Both general and detailed rules are set out in relation to procurement procedures, with new regimes established for the procurement of social and other specific services and innovative solutions. Requirements are also placed on contracting authorities to keep records and reports and a number of measures introduced with a view to simplifying processes.

The Regulations implement key changes to procurement law in Scotland, forming part of a broader framework of changes being implemented across the United Kingdom.
