On April 15, 2015 the German Minister of Justice presented guidelines (source document in German) for the implementation of retention obligations and maximum storage periods for traffic data (Leitlinien zur Einführung einer Speicherpflicht und Höchstspeicherfrist für Verkehrsdaten). The new proposal sets telecommunications traffic data retention at 10 weeks and location data from cell phones at four weeks. The content of the communication, websites accessed, and email data would be excluded from the retention obligation. Furthermore, access to the data would be limited to cases of severe crimes and would require court approval.
