On April 30, 2014, the Federal Government submitted to Congress a package of nine new laws and twelve energy statutes to be amended ("supplemental laws"), resulting from the recent changes to Mexico's Federal Constitution with respect to the energy reforms.

In the Public and Private Partnership Act, it is foreseen an amendment to Article 10 so as to allow public-private partnerships to be engaged in activities, which their specific law, contemplates the free participation of the private sector, such as oil refining, natural gas processing, transportation, storage and distribution of hydrocarbons, liquefied petroleum gas and oil products or the electric energy generation.
