The CFTC extended the comment deadline for two proposals concerning amendments to rules for cross-border derivatives clearing organizations ("DCOs").

The comment deadlines are extended to:

  • November 18, 2019, for the supplemental rule proposal, which would permit low-risk non-CFTC-registered foreign DCOs to offer clearing to U.S. persons; and
  • November 22, 2019, for the proposal, which allows non-CFTC-registered FCMs located outside of the U.S. to accept funds from U.S. persons to margin swaps cleared at an exempt DCO.
