OFAC designated two Russian individuals for their alleged roles in the "detention, abuse and death" of Sergei Magnitsky. Mr. Magnitsky, a Russian attorney and auditor, was arrested and detained by Russian authorities after he discovered a massive tax fraud scheme committed by a group of officials in the Russian Interior Ministry.

In addition, OFAC designated three Russian individuals and one entity for their alleged roles in perpetrating human rights abuses in Chechnya, including the illegal detention and torture of "individuals on the basis of their actual or perceived LGBTI status."
