("HHS") publicized a $2.5 million settlement with a
wireless health services provider, CardioNet, relating to the
disclosure of unsecured patient health information stored on two
stolen laptops. Because the investigation revealed that CardioNet
"had an insufficient risk analysis and risk management
processes in place at the time of the theft," the provider was
