which authorizes the Small Business Administration
("SBA") to offer cybersecurity strategy grants to small

guidance, and funding to small businesses and entrepreneurs. The
grants would apply to independent businesses having fewer than 500
employees, which the SBA reports make up 99.7 percent of all the
businesses in the United States.
