The SEC requested comments on an MSRB proposal to amend Rule A-4 requirements regarding the composition of a MSRB (the "Board") quorum. The proposed rule change would require that in order to form a quorum of the Board, at least one member of any Board group constituting a quorum is an individual who is associated with a municipal advisor. The proposed rule change ensures representation of all categories of persons required to be members of the Board in any quorum established under MSRB Rule A–4.

Comments on the proposal must be submitted by November 30, 2016.
