adopted payment parity statutes for telehealth. On May 31, 2016,
the New York legislature introduced SB 7953, which requires commercial health
plans to reimburse providers for covered services delivered via
telehealth at the same rate as those delivered in person. The bill
also requires payment parity for reimbursement by New York
Medicaid. New York's current telehealth law does not include
payment parity language, which has led some insurers to pay only a
fraction of the reimbursement rate for services provided through
telehealth compared to the same services provided in person. The
bill has been referred to the Health Committee of the New York
State Assembly for review.
