The House of Representatives has unanimously approved H.R. 3716, the Ensuring Access to Quality Medicaid Providers Act. The bill, which still awaits Senate consideration, would implement several OIG recommendations to improve CMS oversight of terminated providers and state screening of providers. Among other things, H.R. 3716 would require states and Medicaid managed care plans to report to the HHS Secretary identifying information for providers terminated from Medicare, Medicaid, or the Children's Health Insurance Program (CHIP) for to fraud, integrity, or quality reasons. The bill also would bar federal funds for services provided by terminated providers, and require providers participating in Medicaid managed care to be enrolled with the state Medicaid agency. In addition, the legislation incorporates provisions of HR 3821, the Medicaid Directory of Caregivers Act, to require state Medicaid websites to include a directory of Medicaid-participating physicians.
