The second anniversary of San Bernardino's Chapter 9 filing quietly passed this week. When the city's time in bankruptcy is brought up, many often wonder what's changed.

"It's amazing how quickly Detroit has moved and how slowly San Bernardino has moved, when you compare the two," said Michael Sweet. "San Bernardino is much smaller, and one would have thought could have gotten to a plan a lot faster, and in fact it's Detroit that's potentially going to be in and out in 18 months."
