In December 2013, Target Corp., one of the country's largest retailers, became the victim of one of the country's largest consumer data breaches. The public's reaction to the breach has been underwhelming with many consumers content with their "zero-liability" card agreements. The question now, is what, if any, reaction we'll see from the government. Will this be the next area the Consumer Financial Protection Bureau or another agency begins to regulate? Will the government attempt to use these large-scale data breaches to mandate "chip and PIN" cards here, as most European countries already have?
