It took 14 months before San Bernardino, California was granted eligibility in August after the judge opted against holding a trial on eligibility and ruled from the bench, said Michael Sweet.

"Even if it takes (Rhodes) a while to make this ruling, the pace is still way ahead of any other case we've seen recently," Sweet said.
