As part of the pre-budget report the Government has published today for consultation further details in relation to Planning Gain Supplement. Three separate consultation papers have been issued in relation to the following:-
- Changes to Planning Obligations: a PGS Consultation (please click here to see the paper)
- This paper explores some of the more detailed aspects of the PGS scheme and how planning obligations under section 106 agreements, etc would operate if PGS is introduced.
- Valuing Planning Gain: a PGS Consultation (please click here to see the paper)
- The second paper is concerned solely with the valuations that will be required for the purposes of calculating PGS.
- Paying PGS: a PGS Technical Consultation (please click here to see the paper)
This third paper provides further information and is seeking views on the necessary framework that will be needed to administer PGS and in particular looking at maters such as the serving of the PGS start notice, the return that will need to be filed, payment and compliance arrangements.
One point to note is the PGS is not going to be brought in until 2009 rather than 2008.
The date for comments in respect of all 3 consultation papers is 28th February 2007.
