The Regulations adopted by the Agencies on December 10, 2013 under section 619 of the Dodd-Frank Wall Street Accountability and Consumer Protection Act—known as the Volcker Rule—are the culmination of a controversial and sometimes contentious multi-agency effort to implement what, in turn, is one of the most controversial provisions of the Dodd-Frank Act.
