The State should promote formation of special economic zones in areas where a decline in production and a rise of unemployment has occurred, the Ministry of Industry and Trade has announced. Special conditions to steer the investments exactly into these areas should be formed.

The Ministry of Industry prepared a proposal for a standard incentive package for domestic and foreign investors. Unspecified benefits would be offered for investments above $10m. Investments above $100m would qualify for duty-free technology imports, tax holidays, and tax subsidies.
