On 18 October 2018 the Cyprus Ministry of Justice and Public Order and the Prosecutor General's Office of the Russian Federation signed a memorandum of understanding on cooperation in combating crime and protecting human rights and fundamental freedoms.

Cooperation between the two authorities will include exchange of information on their legal systems and their national legislation, exchange of experience and information regarding the criminal situation and relevant trends in their states, οn the protection of human rights and fundamental freedoms in general, and consultations οn legal matters, including the stages of preparing and considering specific requests for extradition and for mutual legal assistance in criminal matters.

The coordination of cooperation between the two will be carried out by the Unit for International Legal Cooperation of the Ministry of Justice and Public Order for Cyprus and by the General Department of International Legal Cooperation of the Prosecutor General' s Office for Russia, with each designating specific contact points.

The memorandum of understanding does not constitute an international treaty and will not create any rights and obligations under national and international law, nor will it affect any rights and obligations arising from any international treaties to which the Republic of Cyprus and the Russian Federation are parties.
