Croatia became the twenty-eighth Member State of the European
Union on 1 July 2013. On that date Croatian nationals became EU
citizens and they and their family members acquired the right to
move and reside freely within the territory of the Member
States.
Annex V of the Treaty concerning the accession of the Republic of
Croatia to the European Union allows member states to apply
national measures regulating Croatian nationals' access to
their labour markets for up to five years, which may be extended to
seven years on certain conditions. Cyprus is one of the 13 Member
States which, together with Iceland, Liechtenstein, Norway and
Switzerland, imposed transitional restrictions on Croatian
nationals wishing to access their labour markets.
